And Bond is wary of the threat the laid-back Bulgarian will pose to his side.
"What an amazing player he is when he wants to be," said Bond, speaking to the Alan Brazil Sports Breakfast.
"It is amazing really, with all due respect to Fulham, when you think Liverpool, Chelsea and Arsenal were struggling for another centre-forward. Why they didn't go for him, I don't know. He would grace any side."
Rangers are still without a win in the Premier League this season and Bond admits Harry Redknapp has a huge challenge on his hands to turn things around.
"We’ve got to get an awful lot of points between now and the end of the season," he said.
"We don't know where they are going to come from, but we've got to get them from somewhere. We are going to have to win games we are not expected to win.
"We'll try our best to get three points against Fulham and I don't think we can look beyond that."
And Bond has also revealed Harry Redknapp could be interested in a loan deal for LA Galaxy forward Robbie Keane when the January window opens.
"He'll look at everything Harry," continued Bond. "I wouldn't rule anything out.
"He obviously knows Robbie and he came back last Christmas and did a good job for Aston Villa. Harry wouldn't say no to anything at this stage."
