But City are reluctant to sell the Bosnian and could prevent him from leaving the Etihad Stadium this month.
Inter are still reliant on 33-year-old Diego Milito and want a younger forward to help the Argentinian.
Damiao, who has been capped 17 times by the Brazilian national side, is widely regarded as one of the deadliest strikers in South America and has been identified as a target by Inter chiefs.
But Spurs have also trailed the 23-year-old for the past two years and are expected to ramp up their interest before the close of the January transfer window.
