Saracens star Owen Farrell has replaced Jonny Wilkinson in England's 32-man Elite Player Squad.
The Toulon star decided to retire from international rugby after a disastrous World Cup in New Zealand, where England limped out at the quarter-final stages.
Former Red Rose captains Nick Easter and Mike Tindall are also missing from the squad which will contest the 2012 Six Nations.
Interim Head Coach Stuart Lancaster has instead gone for youth in a group that includes eight players from high-flyers Northampton Saints.
There are nine players selected who have no international rugby experience at all, including Scarlets number eight Ben Morgan, who earlier this month declared his desire to represent England rather than Wales.
Dave Attwood, Alex Goode, Geoff Parling and Henry Trinder will join the squad from the Saxons as temporary replacements for Courtney Lawes (knee), Toby Flood (knee), Louis Deacon (hamstring) and Manusamoa Tuilagi (hamstring) for the Six Nations.
